Rapid Charging Fund pilot: what the evaluation found

The Department for Transport has published a process evaluation of the Rapid Charging Fund pilot, a scheme designed to test whether government funding can resolve the electricity grid constraints that prevent ultra-rapid electric vehicle chargers from being installed at motorway service areas across England.

The core problem the pilot set out to address is a practical one. Many motorway service operators want to install high-power chargers capable of adding meaningful range in a short stop, but the local electricity network often cannot supply enough power to make that possible. Upgrading that connection is expensive, and the cost has historically fallen to the site operator, making large-scale rapid charging commercially difficult to roll out at pace.

The Rapid Charging Fund pilot tested a model in which public funding covers or contributes to those electricity upgrade costs, with the aim of unlocking private investment in the chargers themselves. According to the Department for Transport, the evaluation examined how well the application and funding process worked in practice, what barriers applicants encountered, and what lessons could be carried forward to inform how any future, larger version of the scheme might be designed and administered.

The findings are intended to shape future government policy on EV charging infrastructure rather than to announce a new funding round. Drivers who regularly use motorway services for longer journeys stand to benefit indirectly if the lessons from this pilot lead to a more effective programme, since greater grid capacity at service areas is a prerequisite for the kind of reliable, high-speed charging network that makes long-distance electric travel more straightforward for ordinary motorists.
